Privacy Laws Help, But They Don't Hide Your Traffic
Privacy laws are useful. They can force companies to explain what they collect, give you a way to delete some data, and punish companies that lie about security.
But they do not work like a VPN. A law does not encrypt your coffee shop WiFi. It does not stop your internet provider from seeing that your phone connected to a certain service. It does not make every app on your laptop quiet.

Even with HTTPS, someone between you and the internet may still see useful metadata: the server you connect to, DNS requests if they are not protected, timing, traffic volume, and patterns. Your ISP can also see that your house or phone is connecting to certain destinations, even if it cannot read the encrypted page contents.
The law may limit how some companies use or sell personal data. It may give regulators a way to punish bad behavior. But it does not remove the first-hop visibility that happens every time your device talks to the internet.
Where a VPN fits
A VPN does a different job. It creates an encrypted tunnel from your device to the VPN server. The local network sees encrypted traffic going to the VPN. It does not get the same easy view of every site or service your device is reaching.
